Building a Region Through Education
SEAMEO Regional Centre for Community Education Development (SEAMEO CED) was established as a regional centre of the Southeast Asian Ministers of Education Organization (SEAMEO) to coordinate and promote regional cooperation in community education across Southeast Asia.
Based in Vientiane, Lao PDR, the centre serves as a knowledge hub that bridges educational policy and community practice, supporting member countries in developing relevant, inclusive, and sustainable community education systems.
As SEAMEO celebrates its 60th anniversary, SEAMEO CED continues to deepen its commitment to educational equity and lifelong learning for all.

Mission
To promote and coordinate regional cooperation in community education development that fosters inclusive, lifelong learning for all peoples of Southeast Asia.
Vision
A Southeast Asia where every individual has access to quality community education that enables them to lead fulfilling, productive, and dignified lives.
Mandate
Conduct research, develop programs, build capacity, and facilitate regional cooperation in community education among SEAMEO member countries.
